The Municipal Astronomy Observatory "El Castillo" Borobia was built with funds Proder by the City of Borobia and opened to the public on the day of San Juan, 2002 coinciding with the summer solstice, with Mayor Blas Jimenez of the locality. City investment exceeded 50 million ESP estimates for its construction and it took another 30 million. 25 members formed the First Quarter Borobia SL company, which until now has managed and operated the Astronomical Observatory Borobia City.
These facilities were even then pioneer of its kind in Spain and already a good example of collaboration of public-private partnership.
In 2006 the concern was no longer seem to the Centre and if the magnesite mine when there pointed out: " will draft a lunatic." 3 years later, being a councilman, and inexplicably for many, Blas joined the signing of a cooperation agreement with the City Council Magnesitas de Navarra.
